The Board of Education welcomes you to its meetings which are regularly scheduled on the 2nd or 4th Monday of the month. Board proceedings may be in part or whole tape-recorded.
The agenda is divided into two sections:
A: REGULAR AGENDA
ACTION ITEMS: These items normally have been presented as information items at a previous meeting. When this is not the case, public input is encouraged.
INFORMATION ITEMS: These items include presentations to the Board and items for discussion prior to Board action which is usually taken at the next meeting.
B: CONSENT AGENDA
These matters include routine administrative and financial actions classified by departmental areas and are usually approved by a single majority vote.
INDIVIDUALS DESIRING TO ADDRESS THE BOARD:
Any member of the audience desiring to address the Board on any matter not appearing on the agenda may speak, after being recognized by the President of the Board. Pursuant to Government Code Section 54954.2, no action or discussion shall be undertaken on any item not appearing on the posted agenda, except that Board members may briefly respond to statements made or questions posed by persons addressing the Board.
Pursuant to Board Bylaw 9323, "Regular Board Meetings shall be adjourned at 10:30 p.m. unless extended to a time certain by a majority of the Board. The meeting shall be extended no more than once and may be adjourned to a later date.”
Pursuant to Board Bylaw 9322, all matters for the Board Agenda, within the jurisdiction of the Board, are due in writing to the Superintendent's Office by 12 noon on the preceding Monday before the scheduled meeting date.

II. PUBLIC COMMENT PERIOD RE CLOSED SESSION ITEMS
This is the opportunity for the public to comment on any closed session item that will be heard. The Board requests that you complete a Public Comment Form and give it to the Board recorder (Jim Guss). The Board President will recognize any member of the audience (not previously placed on the agenda) who wishes to speak on a matter directly related to the closed session. Each speaker, on any specific topic, may speak up to three (3) minutes unless otherwise limited or extended by the President.
III. CLOSED SESSION
The Board of Education will meet in Closed Session to consider matters appropriate for Closed Session in accordance with Government Code Sections 3549.1, 54956.7 through 54957.7, and Education Code Section 35146.

VI. Public Comment

VII: CONSENT ITEMS
All items appearing on the consent agenda are recommended actions, which are considered to be routine in nature and will be acted upon as one motion. Specific items may be removed from the Consent Agenda for separate consideration. Item(s) removed from the Consent Agenda will be considered immediately following the Consent Agenda motion as Deferred Consent Items. There will be no separate discussion on Consent Agenda items unless requested by a member of the Board.

VIII: DEFERRED CONSENT ITEMS
This item is placed on the Agenda to address any items that may have been pulled from the Consent Agenda for further discussion or consideration by the Board.
IX: PUBLIC HEARINGS, new business and ACTION ITEMS
The Board will be asked to approve the School Year Calendars for 2019-2020 and 2020-2021. These calendars have already been approved by SETC and CSEA.
The Board will be asked to approve a gift agreement between the Salinas City Elementary Educational Foundation, Inc. (the “Foundation”) and the Salinas City Elementary School District (the “District”). The agreement is for a gift of approximately $105,000.00 to be given from the Foundation to the District to support the District’s Visual and Performing Arts (VAPA) Programs.
The Board will be asked to adopt Resolution 2018/19 - 18: Designation of Facility Responsibility, which will require all child care facilities to give notice to the Community Care Licensing Agency, persons designated on the LIC 308 form as the person designated as responsible for the preschool facility.
Education Code Section 372229(a), specifies the second Wednesday in May as the Day of the Teacher, a day having special significance. All public schools and educational institutions are encouraged to observe those days and, specifically on the Day of the Teacher, conduct exercises commemorating and directing attention to teachers and the teaching profession. Salinas City Elementary School District will recognize the Day of the Teacher on Monday, May 6, 2019.
The Board will be asked to elect a candidate to represent Monterey County (Subregion 9-B) to the CSBA Delegate Assembly for a two-year term (April 1, 2019 - March 31, 2021).
X: REPORTS, DISCUSSIONS AND PRESENTATIONS
The Board will receive a copy of a letter from the Monterey County Office of Education (MCOE) concerning the First Interim Report for Salinas City Elementary School District.
The Board will receive a presentation on the job description for the Administrator (II) of Extended Learning.
The Board will receive a presentation concerning the quarterly Williams Complaint Report.
The Board will receive a presentation concerning the English Language Acquisition Status Reports on Count by Primary Language, Census Comparison and English Learners Reclassified as Reclassified Fluent English Proficient (RFEP).
The Board will receive a presentation concerning the proposed Take-Home Device Technology Plan.
The Board will receive a presentation of the proposed process to identify technology-based supplementary instructional programs.
The Board will receive a presentation concerning options on the the history/social studies curriculum that will be considered for the 2019-2020 school year. Presenter: Lori Sanders, Assistant Superintendent, Educational Services
The Board will receive a presentation concerning BP 5131.2 concerning Bullying. The updated policy will update the policy to expand and clarify the consequence for cyberbullying.
The Board will receive a presentation concerning BP 6163.4 and AR 6163.4 concerning Student Use of Technology. After reviewing the Policy and the Administrative Regulation, no changes to the language of these documents were necessary.
The Board will receive a presentation on AR 6163.5 concerning Acceptable Use Regulations for Electronic Technology. The Regulation will include and clarify take-home device procedures and parent responsibilities.
The Board will receive a presentation on a draft resolution concerning the Budget Reduction List as recommended by Administration and the Budget Learning Team.
The Board will receive a presentation on a draft job description for Director of Bond Projects, Facilities and Maintenance, and Operations. This job description would then eliminate the current position of Chief Construction and Facilities Officer.

Superintendent Martha L. Martinez will provide an update on activities and matters of interest concerning the Salinas City Elementary School District.
