The Board of Education welcomes you to its meetings which are regularly scheduled on the 2nd or 4th Monday of the month. Board proceedings may be in part or whole tape-recorded.
The agenda is divided into two sections:
A: REGULAR AGENDA
ACTION ITEMS: These items normally have been presented as information items at a previous meeting. When this is not the case, public input is encouraged.
INFORMATION ITEMS: These items include presentations to the Board and items for discussion prior to Board action which is usually taken at the next meeting.
B: CONSENT AGENDA
These matters include routine administrative and financial actions classified by departmental areas and are usually approved by a single majority vote.
INDIVIDUALS DESIRING TO ADDRESS THE BOARD:
Any member of the audience desiring to address the Board on any matter not appearing on the agenda may speak, after being recognized by the President of the Board. Pursuant to Government Code Section 54954.2, no action or discussion shall be undertaken on any item not appearing on the posted agenda, except that Board members may briefly respond to statements made or questions posed by persons addressing the Board.
Pursuant to Board Bylaw 9323, "Regular Board Meetings shall be adjourned at 10:30 p.m. unless extended to a time certain by a majority of the Board. The meeting shall be extended no more than once and may be adjourned to a later date.”
Pursuant to Board Bylaw 9322, all matters for the Board Agenda, within the jurisdiction of the Board, are due in writing to the Superintendent's Office by 12 noon on the preceding Monday before the scheduled meeting date.

II. PUBLIC COMMENT PERIOD RE CLOSED SESSION ITEMS
This is the opportunity for the public to comment on any closed session item that will be heard. The Board requests that you complete a Public Comment Form and give it to the Board recorder (Jim Guss). The Board President will recognize any member of the audience (not previously placed on the agenda) who wishes to speak on a matter directly related to the closed session. Each speaker, on any specific topic, may speak up to three (3) minutes unless otherwise limited or extended by the President.
III. CLOSED SESSION
The Board of Education will meet in Closed Session to consider matters appropriate for Closed Session in accordance with Government Code Sections 3549.1, 54956.7 through 54957.7, and Education Code Section 35146.

VI. Public Comment

The Board President will recognize any member of the audience (not previously placed on the agenda) who wishes to speak on a matter directly related to school business. The Board requests that you complete a Public Comment Form and give it to the Board recorder (Jim Guss). Each speaker, on any specific topic, may speak up to three (3) minutes unless otherwise limited or extended by the President.
Pursuant to Government Code Section 54954.2, no action or discussion shall be undertaken on any item not appearing on the posted agenda. If appropriate, the President, or any Board Trustee, may direct that a matter be referred to the Superintendent’s Office for placement on a future agenda.
VII: CONSENT ITEMS
All items appearing on the consent agenda are recommended actions, which are considered to be routine in nature and will be acted upon as one motion. Specific items may be removed from the Consent Agenda for separate consideration. Item(s) removed from the Consent Agenda will be considered immediately following the Consent Agenda motion as Deferred Consent Items. There will be no separate discussion on Consent Agenda items unless requested by a member of the Board.
C: Approval of contracts in excess of $5,000.00.

VIII: DEFERRED CONSENT ITEMS
This item is placed on the Agenda to address any items that may have been pulled from the Consent Agenda for further discussion or consideration by the Board.
IX: PUBLIC HEARINGS, new business and ACTION ITEMS
The Board will be asked to approve a contract amendment for the Interim Assistant Superintendent, Human Resources.
The Board will be asked to approve the 2019-2020 Consolidated Application for submission to the California Department of education. The Consolidated Application is a two-part application and reporting process for multiple state and federal categorical programs.
The Board will be asked to approve the Declaration of Need for Fully Qualified Educators. This will allow the assignment of teachers, in the process of completing CLAD requirements to classrooms with EL students.
X: REPORTS, DISCUSSIONS AND PRESENTATIONS
The Board will receive a report concerning the Williams Quarterly Report for April, May and June 2019.
The Board will receive the 45-day revise to the 2019-20 Budget discussing any revision in revenues and expenditures based on the funding made available by the Budget Act, which was signed on June 27, 2019.
The Board will receive a report on the Instructional Focus Framework, which is a visual representation of the SCESD instructional focus. It shows how program services, district departments and stakeholders contribute to the instructional core.
The Board will be asked to review the revisions as proposed to Board Policy 5030 – Wellness. The revised policy will expand and clarify healthy meal requirements under the Healthy Hunger-Free Kids Act of 2010 (HHFKA).

Superintendent Martha L. Martinez will provide an update on activities and matters of interest concerning the Salinas City Elementary School District.
