The Board of Education welcomes you to its meetings which are regularly scheduled on the 2nd or 4th Monday of the month. Board proceedings may be in part or whole tape-recorded.
The agenda is divided into two sections:
A: REGULAR AGENDA
ACTION ITEMS: These items normally have been presented as information items at a previous meeting. When this is not the case, public input is encouraged.
INFORMATION ITEMS: These items include presentations to the Board and items for discussion prior to Board action which is usually taken at the next meeting.
B: CONSENT AGENDA
These matters include routine administrative and financial actions classified by departmental areas and are usually approved by a single majority vote.
INDIVIDUALS DESIRING TO ADDRESS THE BOARD:
Any member of the audience desiring to address the Board on any matter not appearing on the agenda may speak, after being recognized by the President of the Board. Pursuant to Government Code Section 54954.2, no action or discussion shall be undertaken on any item not appearing on the posted agenda, except that Board members may briefly respond to statements made or questions posed by persons addressing the Board.
Pursuant to Board Bylaw 9323, "Regular Board Meetings shall be adjourned at 10:30 p.m. unless extended to a time certain by a majority of the Board. The meeting shall be extended no more than once and may be adjourned to a later date.”
Pursuant to Board Bylaw 9322, all matters for the Board Agenda, within the jurisdiction of the Board, are due in writing to the Superintendent's Office by 12 noon on the preceding Monday before the scheduled meeting date.

II. PUBLIC COMMENT PERIOD RE CLOSED SESSION ITEMS
This is the opportunity for the public to comment on any closed session item that will be heard. The Board requests that you complete a Public Comment Form and give it to the Board recorder (Jim Guss). The Board President will recognize any member of the audience (not previously placed on the agenda) who wishes to speak on a matter directly related to the closed session. Each speaker, on any specific topic, may speak up to three (3) minutes unless otherwise limited or extended by the President.

The Board of Education will meet in Closed Session to consider matters appropriate for Closed Session in accordance with Government Code Sections 3549.1, 54956.7 through 54957.7, and Education Code Section 35146.

VI. Public Comment

The Board President will recognize any member of the audience (not previously placed on the agenda) who wishes to speak on a matter directly related to school business. The Board requests that you complete a Public Comment Form and give it to the Board recorder (Jim Guss). Each speaker, on any specific topic, may speak up to three (3) minutes unless otherwise limited or extended by the President.
Pursuant to Government Code Section 54954.2, no action or discussion shall be undertaken on any item not appearing on the posted agenda. If appropriate, the President, or any Board Trustee, may direct that a matter be referred to the Superintendent’s Office for placement on a future agenda.
VII: CONSENT ITEMS
All items appearing on the consent agenda are recommended actions, which are considered to be routine in nature and will be acted upon as one motion. Specific items may be removed from the Consent Agenda for separate consideration. Item(s) removed from the Consent Agenda will be considered immediately following the Consent Agenda motion as Deferred Consent Items. There will be no separate discussion on Consent Agenda items unless requested by a member of the Board.

VIII: DEFERRED CONSENT ITEMS
This item is placed on the Agenda to address any items that may have been pulled from the Consent Agenda for further discussion or consideration by the Board.
IX: PUBLIC HEARINGS, new business and ACTION ITEMS
A Public Hearing will be conducted in order for the designated representative of the Salinas City Elementary School District and the Salinas Elementary Teachers’ Council to sunshine their initial negotiations proposals.
B. PUBLIC HEARING: 2019-20 Balances in Excess of Minimum Reserve Requirements
Education Code Section 42127(d)(1) requires a county superintendent to either conditionally approve or disapprove a school district budget if the district does not prove for EC 42127(a)(2)(B) public review and discussion at its public budget hearing.
C.PUBLIC HEARING: 2019-20 Local Control Accountability Plan
A Public Hearing will be conducted to solicit recommendations and comments from member of the public regarding the specific actions and expenditures proposed by the Local Control Accountability Plan of the Salinas City Elementary School District. (Education Code 52062(b)).
D. PUBLIC HEARING: 2019-20 Salinas City Elementary School District Budget
The Salinas City Elementary School District’s 2019-2020 Budget will be presented for public comment. (E.C.1620 et seq.,42103). A copy of the Budget is available upon request.
The Board will be asked to approve the Classified Layoffs and Reductions list.
The Board will be asked to approve assignment of delinquent tax receivables to the Monterey County Educational Delinquent Tax Finance Authority for fiscal years ending June 30, 2019, 2020 and 2021.
X: REPORTS, DISCUSSIONS AND PRESENTATIONS
The Board will receive a presentation concerning the English Learner Master Plan.
The Board will receive a presentation concerning the 2017 – 2020 Local Control Accountability Plan (LCAP) and the annual update.
The Board will receive a presentation concerning the Federal Addendum to the Local Control Accountability Plan (LCAP).
The Board will receive a presentation concerning the School Plans for Student Achievement (SPSA) for 2019-2020. The SPSA is the vehicle that determines how categorical funds provided by the state and/or federal sources will be used to support student academic achievement to ensure that all students succeed in reaching academic standards set by the State Board of Education.
The Board will receive a presentation concerning the 2018-19 Estimated Actuals and the 2019-20 July 1 Proposed Budget.
The Board will receive a presentation concerning the job description for a Resource Specialist. This position will provide better services to students in the Resource programs.
XI: UNFINISHED BUSINESS
XII: SUPERINTENDENT REPORT
Superintendent Martha L. Martinez will provide an update on activities and matters of interest concerning the Salinas City Elementary School District.
XIII: TRUSTEE REPORTS
Trustees will report on matters, events and activities as related to education and importance to the District.
