The Board of Education welcomes you to its meetings which are regularly scheduled on the 2nd or 4th Monday of the month.  Board proceedings may be in part or whole tape-recorded.

The agenda is divided into two sections:

A: REGULAR AGENDA

ACTION ITEMS:  These items normally have been presented as information items at a previous meeting.  When this is not the case, public input is encouraged.  
INFORMATION ITEMS:  These items include presentations to the Board and items for discussion prior to Board action which is usually taken at the next meeting.

B: CONSENT AGENDA

These matters include routine administrative and financial actions classified by departmental areas and are usually approved by a single majority vote.

INDIVIDUALS DESIRING TO ADDRESS THE BOARD:

Any member of the audience desiring to address the Board on any matter not appearing on the agenda may speak, after being recognized by the President of the Board.  Pursuant to Government Code Section 54954.2, no action or discussion shall be undertaken on any item not appearing on the posted agenda, except that Board members may briefly respond to statements made or questions posed by persons addressing the Board.

BOARD BYLAWS:  
Pursuant to Board Bylaw 9323, "Regular Board Meetings shall be adjourned at 10:30 p.m. unless extended to a time certain by a majority of the Board.  The meeting shall be extended no more than once and may be adjourned to a later date.”

Pursuant to Board Bylaw 9322, all matters for the Board Agenda, within the jurisdiction of the Board, are due in writing to the Superintendent's Office by 12 noon on the preceding Monday before the scheduled meeting date.

This is the opportunity for the public to comment on any closed session item that will be heard. The Board requests that you complete a Public Comment Form and give it to the Board recorder (Jim Guss). The Board President will recognize any member of the audience (not previously placed on the agenda) who wishes to speak on a matter directly related to the closed session. Each speaker, on any specific topic, may speak up to three (3) minutes unless otherwise limited or extended by the President.

 

III.  CLOSED SESSION

The Board of Education will meet in Closed Session to consider matters appropriate for Closed Session in accordance with Government Code Sections 3549.1, 54956.7 through 54957.7, and Education Code Section 35146.

VI.  Public Comment

Pursuant to Government Code Section 54954.2, no action or discussion shall be undertaken on any item not appearing on the posted agenda. If appropriate, the President, or any Board Trustee, may direct that a matter be referred to the Superintendent’s Office for placement on a future agenda.

All items appearing on the consent agenda are recommended actions, which are considered to be routine in nature and will be acted upon as one motion. Specific items may be removed from the Consent Agenda for separate consideration. Item(s) removed from the Consent Agenda will be considered immediately following the Consent Agenda motion as Deferred Consent Items. There will be no separate discussion on Consent Agenda items unless requested by a member of the Board.

A.  2019-20 Local Control Accountability Plan

The Board will be asked to approve the 2019-20 Local Control Accountability Plan (LCAP), which was previously presented to the Board at a Public Hearing held on June 10, 2019.

B. Federal Addendum to the Local Control Accountability Plan (LCAP)

The Board will be asked to approve the Federal Addendum to the Local Control and Accountability Plan, which was previously presented to the Board as information on June 10, 2019.

C. 2019-20 Salinas City Elementary School District Budget and Statement of Reserves

The Board will be asked to approve the 2019-20 Salinas City Elementary School District Budget, which was previously presented to the Board at a Public Hearing held on June 10, 2019.

D. School Plans for Student Achievement (SPSA)

The Board will be asked to approve the School Plans for Student Achievement (SPSA), which was previously presented to the Board as information on June 10, 2019.

E. English Learner Master Plan

The Board will be asked to approve the revision of the English Learner Master Plan, which was previously presented to the Board as information on June 10, 2019.

F. Resolution 2018/19 – 25: Preschool Annual Contract

The Board will be asked to adopt Resolution 2018/19 – 25: Preschool Annual Contract. This annual contract will allow the District to provide kindergarten readiness to low-income students in Salinas.

G. Contracts and Memorandums of Understanding (MOU) Using LCAP Funds

The Board will be asked to approve the following contracts/MOUs with funds received through the approved 2019-2020 LCAP.

J. Resolution 2018/19 – 26: Education Protection Account (EPA) Spending Plan

The Board will be asked to adopt Resolution 2018/19 – 26: Education Protection Account (EPA) Spending Plan.

X:  REPORTS, DISCUSSIONS AND PRESENTATIONS

A.  Preliminary Notice of Intent to Return Special Education Programs to the District

The Board will be presented with a letter to be sent to the Monterey County Office of Education (MCOE) regarding a preliminary notice of intent to return Special Education Programs to the District. The District currently has approximately 79 students served by MCOE programs. A district-conducted fiscal analysis will determine whether or not it will be fiscally feasible to return the MCOE programs back to the District.

Superintendent Martha L. Martinez will provide an update on activities and matters of interest concerning the Salinas City Elementary School District.
