The Board of Education welcomes you to its meetings which are regularly scheduled on the 2nd or 4th Monday of the month.  Board proceedings may be in part or whole tape-recorded.

The agenda is divided into two sections:

A: REGULAR AGENDA

        ACTION ITEMS:  These items normally have been presented as information items at a previous meeting.  When this is not the case, public input is encouraged.  
        INFORMATION ITEMS:  These items include presentations to the Board and items for discussion prior to Board action which is usually taken at the next meeting.

B: CONSENT AGENDA

        These matters include routine administrative and financial actions classified by departmental areas and are usually approved by a single majority vote.

INDIVIDUALS DESIRING TO ADDRESS THE BOARD:

Any member of the audience desiring to address the Board on any matter not appearing on the agenda may speak, after being recognized by the President of the Board.  Pursuant to Government Code Section 54954.2, no action or discussion shall be undertaken on any item not appearing on the posted agenda, except that Board members may briefly respond to statements made or questions posed by persons addressing the Board.

BOARD BYLAWS:  
Pursuant to Board Bylaw 9323, "Regular Board Meetings shall be adjourned at 10:30 p.m. unless extended to a time certain by a majority of the Board.  The meeting shall be extended no more than once and may be adjourned to a later date.”

Pursuant to Board Bylaw 9322, all matters for the Board Agenda, within the jurisdiction of the Board, are due in writing to the Superintendent's Office by 12 noon on the preceding Monday before the scheduled meeting date.

II.   PUBLIC COMMENT PERIOD RE CLOSED SESSION ITEMS

          This is the opportunity for the public to comment on any closed session item that will be heard. The Board requests that you complete a Public Comment Form and give it to the Board recorder (Jim Guss). The Board President will recognize any member of the audience (not previously placed on the agenda) who wishes to speak on a matter directly related to the closed session. Each speaker, on any specific topic, may speak up to three (3) minutes unless otherwise limited or extended by the President.

 

III.  CLOSED SESSION

         The Board of Education will meet in Closed Session to consider matters appropriate for Closed Session in accordance with Government Code Sections 3549.1, 54956.7 through 54957.7, and Education Code Section 35146.

VI.  Public Comment

          This is the opportunity for the public to address the Board regarding items not on the agenda. The Board President will recognize any member of the audience, not previously placed on the agenda, who wishes to speak on a matter directly related to school business. Each speaker, on any specific topic, may speak up to three (3) minutes unless otherwise limited or extended by the President. Pursuant to Government Code Section 54954.2, no action or discussion shall be undertaken on any item not appearing on the posted agenda. If appropriate, the President, or any Board Trustee, may direct that a matter be referred to the Superintendent’s Office for placement on a future agenda.

           All items appearing on the consent agenda are recommended actions, which are considered to be routine in nature and will be acted upon as one motion. Specific items may be removed from the Consent Agenda for separate consideration. Item(s) removed from the Consent Agenda will be considered immediately following the Consent Agenda motion as Deferred Consent Items. There will be no separate discussion on Consent Agenda items unless requested by a member of the Board.

VIII:  DEFERRED CONSENT ITEMS

This item is placed on the Agenda to address any items that may have been pulled from the Consent Agenda for further discussion or consideration by the Board.

IX:  ACTION ITEMS

A.  Salinas City Elementary School District, 2018-19 Second Interim Budget Report [ Presentation: 2nd Interim Report ] [Power Point]

Education Code 42131 (1240) requires that the School District Governing Board certify twice per year their ability to meet their financial obligations for the remainder of the current fiscal year for the the two subsequent years.

B. 2018-2019 Consolidated Application - Winter Collection

The Board will be asked to approve the 2018-2019 Consolidated Application - Winter Collection for submission to the California Department of Education. The Winter Collection of the Consolidated Application is the second of a two-part application and reporting process for multiple state and federal categorical programs.

C. Construction Contract with William A. Thayer Construction

The Board will be asked to approve a construction contract with the William A. Thayer Construction Co. for the Roosevelt Elementary School and Lincoln Elementary School window rehabilitation and installation.

D. Casework for Lincoln And Sherwood Office Remodels

The Board will be asked to approve a contract with Fremont Millwork to construct and install office workstations, benches and cabinets at Lincoln and Sherwood Elementary Schools.

E. United Substitute Teachers Tentative Agreement

The Board will be asked to approve the tentative agreement between the Salinas City Elementary School District and the United Substitute Teachers Union.

F. Resolution 2018/19-16: Release or Reassignment of Administrator(s)

The Board will be asked to approve Resolution 2018/19-16: Release or Reassignment of Administrator(s) in accordance with California Education Code Section 44951 which requires the Governing Board of the Salinas City Elementary School District to notify on or before March 15, individual certificated/classified employees holding a position requiring an administrative or supervisory credential that he/she may be released from their position and/or reassigned to a different administrative position, or reassigned to a teaching position.

G. Resolution 2018/19-17: Notice of Non-Reelection - Probationary Certificated Employees

The Board will be asked to approve Resolution 2018/19-17: Notice of Non-Reelection - Probationary Certificated Employees in accordance with Education Code Section 4429.21 which authorizes the Governing Board to give notice to a probationary certificated employee of the Board’s decision to non-reelect the employee for the succeeding school year.

H. E-Rate Application

The Board will be asked to approve the E-Rate application. The District has identified 105 Uninterruptable Power Supplies (UPS) and one battery pack that qualify for partial funding. This year, partial funding for district acquisitions is set at 85%.

X:  REPORTS, DISCUSSIONS AND PRESENTATIONS

A.  District Demographic Study and Enrollment Projections

The Board will receive a presentation concerning the District Demographic Study and Enrollment Projections. Having experienced significant fluctuations in enrollment and declining enrollment, the District selected SchoolWorks to conduct a demographic assessment and enrollment projection study last November.

XII: SUPERINTENDENT REPORT

Superintendent Martha L. Martinez will provide an update on activities and matters of interest concerning the Salinas City Elementary School District.

XIII: TRUSTEE REPORTS

Trustees will report on matters, events and activities as related to education and importance to the District.
