The Board of Education welcomes you to its meetings which are regularly scheduled on the 2nd or 4th Monday of the month.  Board proceedings may be in part or whole tape-recorded.

The agenda is divided into two sections:

A: REGULAR AGENDA

ACTION ITEMS:  These items normally have been presented as information items at a previous meeting.  When this is not the case, public input is encouraged.  
INFORMATION ITEMS:  These items include presentations to the Board and items for discussion prior to Board action which is usually taken at the next meeting.

B: CONSENT AGENDA

These matters include routine administrative and financial actions classified by departmental areas and are usually approved by a single majority vote.

INDIVIDUALS DESIRING TO ADDRESS THE BOARD:

Any member of the audience desiring to address the Board on any matter not appearing on the agenda may speak, after being recognized by the President of the Board.  Pursuant to Government Code Section 54954.2, no action or discussion shall be undertaken on any item not appearing on the posted agenda, except that Board members may briefly respond to statements made or questions posed by persons addressing the Board.

BOARD BYLAWS:  
Pursuant to Board Bylaw 9323, "Regular Board Meetings shall be adjourned at 10:30 p.m. unless extended to a time certain by a majority of the Board.  The meeting shall be extended no more than once and may be adjourned to a later date.”

Pursuant to Board Bylaw 9322, all matters for the Board Agenda, within the jurisdiction of the Board, are due in writing to the Superintendent's Office by 12 noon on the preceding Monday before the scheduled meeting date.

II.   PUBLIC COMMENT PERIOD RE CLOSED SESSION ITEMS

This is the opportunity for the public to comment on any closed session item that will be heard. The Board requests that you complete a Public Comment Form and give it to the Board recorder (Jim Guss). The Board President will recognize any member of the audience (not previously placed on the agenda) who wishes to speak on a matter directly related to the closed session. Each speaker, on any specific topic, may speak up to three (3) minutes unless otherwise limited or extended by the President.

The Board of Education will meet in Closed Session to consider matters appropriate for Closed Session in accordance with Government Code Sections 3549.1, 54956.7 through 54957.7, and Education Code Section 35146.

VI.  Public Comment

Pursuant to Government Code Section 54954.2, no action or discussion shall be undertaken on any item not appearing on the posted agenda. If appropriate, the President, or any Board Trustee, may direct that a matter be referred to the Superintendent’s Office for placement on a future agenda.

All items appearing on the consent agenda are recommended actions, which are considered to be routine in nature and will be acted upon as one motion. Specific items may be removed from the Consent Agenda for separate consideration. Item(s) removed from the Consent Agenda will be considered immediately following the Consent Agenda motion as Deferred Consent Items. There will be no separate discussion on Consent Agenda items unless requested by a member of the Board.

IX:  PUBLIC HEARINGS, new business and ACTION ITEMS

A.  Resolution 2019-20 – 2: Week of the School Administrator

The Board will be asked to adopt Resolution 2019-20 – 2: Week of the School Administrator. The California Department of Education encourages the observance of the importance of educational leadership at the school, school district, and county levels. Schools, school districts, and county superintendents of schools are encouraged to observe the week with public recognition of the contribution that school administrators make to successful pupil achievement.

X:  REPORTS, DISCUSSIONS AND PRESENTATIONS

A. Quarterly Williams Complaint Report

The Board will receive a report concerning Williams Complaints for the quarter of July, August and September 2019.

B.  2019 Summer Project Wrap-Up

The Board will receive a presentation on the facilities projects completed in 2019 and also give a look ahead to the projects planned for 2020.

C.  2019-20 Adopted Budget Review

The Board will receive a report indicating that the Monterey County Office of Education has approved the District’s 2019-20 LCAP.

D.  2019 California Assessment of Student Performance and Progress (CAASPP) Smarter Balanced Summative Assessment Results

The Board will receive a presentation concerning the recently released CAASPP results for the District.

E.  New Job Description: Assistant Director of Operations, Grounds, and Maintenance

The board will receive a presentation concerning a new job description for an Assistant Director of Operations, Grounds, and Maintenance which will replace the existing job description for Maintenance Supervisor.

F.  Live PD

The Board will receive an informational presentation concerning the television program “Live PD”.

XI:  UNFINISHED BUSINESS

XII: SUPERINTENDENT REPORT

Superintendent Martha L. Martinez will provide an update on activities and matters of interest concerning the Salinas City Elementary School District.

XIII: TRUSTEE REPORTS

Trustees will report on matters, events and activities as related to education and importance to the District.
