The Board of Education welcomes you to its meetings which are regularly scheduled on the 2nd or 4th Monday of the month. Board proceedings may be in part or whole tape-recorded.
The agenda is divided into two sections:
A: REGULAR AGENDA
ACTION ITEMS: These items normally have been presented as information items at a previous meeting. When this is not the case, public input is encouraged.
INFORMATION ITEMS: These items include presentations to the Board and items for discussion prior to Board action which is usually taken at the next meeting.
B: CONSENT AGENDA
These matters include routine administrative and financial actions classified by departmental areas and are usually approved by a single majority vote.
INDIVIDUALS DESIRING TO ADDRESS THE BOARD:
Any member of the audience desiring to address the Board on any matter not appearing on the agenda may speak, after being recognized by the President of the Board. Pursuant to Government Code Section 54954.2, no action or discussion shall be undertaken on any item not appearing on the posted agenda, except that Board members may briefly respond to statements made or questions posed by persons addressing the Board.
Pursuant to Board Bylaw 9323, "Regular Board Meetings shall be adjourned at 10:30 p.m. unless extended to a time certain by a majority of the Board. The meeting shall be extended no more than once and may be adjourned to a later date.”
Pursuant to Board Bylaw 9322, all matters for the Board Agenda, within the jurisdiction of the Board, are due in writing to the Superintendent's Office by 12 noon on the preceding Monday before the scheduled meeting date.

II. PUBLIC COMMENT PERIOD RE CLOSED SESSION ITEMS
This is the opportunity for the public to comment on any closed session item that will be heard. The Board requests that you complete a Public Comment Form and give it to the Board recorder (Jim Guss). The Board President will recognize any member of the audience (not previously placed on the agenda) who wishes to speak on a matter directly related to the closed session. Each speaker, on any specific topic, may speak up to three (3) minutes unless otherwise limited or extended by the President.
III. CLOSED SESSION
The Board of Education will meet in Closed Session to consider matters appropriate for Closed Session in accordance with Government Code Sections 3549.1, 54956.7 through 54957.7, and Education Code Section 35146.

VI. Public Comment
This is the opportunity for the public to address the Board regarding items not on the agenda. The Board President will recognize any member of the audience (not previously placed on the agenda) who wishes to speak on a matter directly related to school business. The Board requests that you complete a Public Comment Form and give it to the Board recorder (Jim Guss). Each speaker, on any specific topic, may speak up to three (3) minutes unless otherwise limited or extended by the President.
Pursuant to Government Code Section 54954.2, no action or discussion shall be undertaken on any item not appearing on the posted agenda. If appropriate, the President, or any Board Trustee, may direct that a matter be referred to the Superintendent’s Office for placement on a future agenda.
VII: CONSENT ITEMS
All items appearing on the consent agenda are recommended actions, which are considered to be routine in nature and will be acted upon as one motion. Specific items may be removed from the Consent Agenda for separate consideration. Item(s) removed from the Consent Agenda will be considered immediately following the Consent Agenda motion as Deferred Consent Items. There will be no separate discussion on Consent Agenda items unless requested by a member of the Board.

VIII: DEFERRED CONSENT ITEMS
This item is placed on the Agenda to address any items that may have been pulled from the Consent Agenda for further discussion or consideration by the Board.
IX: SPECIAL REPORT
The Board will receive a report concerning the Special Education Study Report that was completed on June 18, 2019 by The ABLE Choice, Inc.
X: PUBLIC HEARINGS, new business and ACTION ITEMS
The Board will be asked to approve three Provisional Internship permits. These permits will be for Belen Munoz, Jazmin Pacheco and Matthew Gonzales. They will all be assigned to Natividad Elementary School.
The Board will be asked to approve an agreement between Salinas City Elementary School District and Grand Canyon University. Grand Canyon University has extended an invitation to SCESD to become a partner in their Learning, Leading and Serving Program. This partnership would provide several benefits for our Classified, Certificated and Management employees.
The Board will be asked to approve an upgrade to the Frontline Education Platform. This upgrade will make hiring and the on boarding process into the district much more efficient and a more pleasant experience for the District’s future employees.
The Board will be asked to approve the Education Protection Account (EPA) spending update. Due to receipt from Prop 30 tax collections, the impact of the Spending Plan allows the District to continue avoiding classroom teacher staff reductions and the accompanying increases in class sizes.
The Board will be asked to approve the unaudited actuals for the year ending June 30, 2019. This is the 2018-19 unaudited financial statement of actual revenues, expenditures, and ending fund balances for all funds.
The Board will be asked to adopt Resolution 2019-20 – 1 to establish the Gann Limit. The Gann Limit is intended to constrain the growth of Sate and local spending by linking year-to-year changes in expenditures to the changes in inflation of per capita income and caseloads.
XI: REPORTS, DISCUSSIONS AND PRESENTATIONS
The Board will receive a report concerning the Blue Zones Project. The Blue Zones Project is a community-based project that is targeting several sectors in the Salinas Community teaching healthy lifestyles.
The Board will receive a presentation on the Summer School Extended Learning Programs provided throughout the District. These programs were implemented to provide academic and enrichment activities to students in need of extended learning.
The Board will receive a presentation on the After School Sports Programs provided throughout the District. Through a partnership with the Salinas Recreation Center, school sites are offered the opportunity to participate in a variety of after school sports programs for the 2019-2020 school year.

Superintendent Martha L. Martinez will provide an update on activities and matters of interest concerning the Salinas City Elementary School District.
