• PUBLIC COMMENT PROTOCOL DURING MEETINGS

    The Board of Trustees welcomes the input of the public during its meetings. Per Board bylaw #9323, a person wishing to be heard by the Board shall first be recognized by the President, and shall proceed to comment.

    Upon request, the meeting agenda will be made available in appropriate alternative formats to persons with disabilities, as required by Section 202 of the Americans with Disabilities Act of 1990. Any person with a disability who requires a modification or accommodation in order to access, provide public comment during, or otherwise participate in a meeting should direct such request to the Superintendent’s Office at 784-2201. Timely notification prior to a meeting will enable the District to make reasonable arrangements to ensure accessibility.

    Pursuant to Government Code 54957.5, copies of agenda materials are available at the District Office, 840 S. Main St., Salinas, California. Pursuant to Government Code section 54957.5, writings that are public records that relate to an open session agenda item and are distributed to a majority of Board members less than 72 hours prior to the meeting are available for public inspection at the District Office.

    SALINAS CITY ELEMENTARY SCHOOL DISTRICT

    Public Comment Card/Tarjeta de Comentario Público 

    An individual or group representative may address the Board of Education on agenda items or subjects within the jurisdiction of the Board, by completing a request card (Public Comment Form). All public comment forms must be given to the Board Recorder (Executive Assistant) before the start of Public Comment. Speakers are requested to state their name prior to speaking to the Board. Speakers will have not more than three minutes and the Board limits comments to each subject to no more than twenty minutes, unless otherwise extended or limited by the President. A Speaker’s allotted time cannot be deferred to another speaker. Board Members may question the speaker but there will be no debate or decision. Pursuant to Government Code Section 54954.2, no action or discussion shall be undertaken on any item not appearing on the posted agenda. If appropriate, the President, or any Trustee, may direct that a matter be referred to the Superintendent’s Office for review.

    Speakers are cautioned that under California law, no person is immune from liability for making intentionally false or defamatory comments regarding any person simply because these comments are made at a public meeting. 

    Un individuo o representante de un grupo puede dirigirse a la Mesa Directiva sobre puntos en la agenda o temas dentro de la jurisdicción de la Mesa Directiva, completando una solicitud (Formulario de Comentarios Públicos). Todos los formularios de comentarios públicos deben entregarse al Registrador de la Mesa Directiva (Asistente Ejecutivo) antes de empezar los Comentarios Públicos. Se les pide a los oradores que indiquen su nombre antes de dirigirse a los representantes de la Mesa Directiva. Los oradores no dispondrán de más de tres minutos y la Mesa Directiva limita los comentarios a cada tema a no más de veinte minutos, a menos que el Presidente suspenda o limite su duración. El tiempo asignado a un orador no puede ser diferido a otro orador. Los representantes de la Mesa Directiva podrán interrogar al orador, pero no habrá debate ni decisión. De conformidad con la Sección 54954.2 del Código Gubernamental, no se emprenderá ninguna acción ni se debatirá ningún punto que no figure en el orden del día de la agenda publicada. Si procede, el Presidente, o otro representante, puede ordenar que un asunto se remita a la Oficina del Superintendente para su revisión.

    Se les notifica a los oradores que en virtud de la legislación de California, ninguna persona está exenta de responsabilidad por hacer comentarios intencionalmente falsos o difamatorios sobre otra persona por el mero hecho de hacerlos en una reunión pública.
