
Introduction to Measures G and H Bond Program
On November 8, 2022, the voters of the Salinas City Elementary School District approved Measure G and Measure H, two general obligation bond measures that authorize the District to issue bonds to repair, upgrade, and modernize school facilities. Together, these measures provide critical funding to address aging classrooms, improve safety, expand learning opportunities, and ensure facilities can support today’s educational standards and future growth.
The successful passage of these measures raised $149.5-million in bond funds, and reflects the community’s commitment to investing in the long-term success of students by providing them with safe, modern, and well-equipped schools.
How the Bond Program is Structured
To ensure transparency, accountability, and effective implementation, the District has organized its bond program into a structured pipeline. This pipeline shows how a project moves from planning to completion:
- Facilities Master Plan (FMP)
- Serves as the foundation of the bond program.
- Identifies needs at each school site, prioritizes projects, and aligns improvements with district goals and state requirements.
- Bond Implementation / Prioritization Process
- Establishes which projects are funded first based on urgency, equity, and available resources.
- Ensures that Measure G and H dollars are allocated in a way that maximizes impact while maintaining fiscal responsibility.
- Design
- Once a project is identified and funded, it enters the design phase.
- Architects and engineers work with the District to ensure projects meet educational specifications, safety codes, and sustainability goals.
- Procurement
- Competitive bidding ensures cost-effective delivery.
- Contractors and vendors are selected through a transparent process that prioritizes quality, compliance, and value for taxpayers.
- Construction
- The final stage delivers tangible improvements—renovated classrooms, new facilities, and safer learning environments for students.
- Completed projects are celebrated as milestones in the community’s ongoing investment in education.
