RESOLUTION NO. 2024-25/24 RESOLUTION TO ACCEPT TAYLOR FRESH FOODS, INC.'S DONATION FOR THE ADVANCEMENT OF THIRD GRADE STUDENT'S READING PROFICIENCY

RESOLUTION TO ACCEPT TAYLOR FRESH FOODS, INC.'S DONATION FOR THE ADVANCEMENT OF THIRD GRADE STUDENT'S READING PROFICIENCY

RESOLUTION NO. 2024-25/24


WHEREAS, on March 27, 2025, Taylor Fresh Foods, Inc. ("Donor") offered to donate to the Salinas City Elementary School District ("District") the amount of $60,500 ("gift") for what the Donor refers to as "the Golden Ticket Reading Incentive Program" to distribute awards of $250.00 to the District's third grade students who attain third grade level reading proficiency; and  

WHEREAS, pursuant to Board Policy 3290, the Board may accept any gift of money on behalf of the District upon careful evaluation of conditions or restrictions imposed by the donor in light of District vision, philosophy and operations; and  

WHEREAS, the Donor understands the gift will become the District's property and that Board will direct the Superintendent or designee to exercise discretion in the use the gift for the benefit of all school sites under the conditions set by the Donor and as agreed upon here by the Board;  

NOW, THEREFORE, the District's Governing Board hereby finds, determines, declares resolves, and orders as follows:

BE IT RESOLVED, the Board hereby finds that the purpose of the Donor's gift is consistent with the District's vision and philosophy; the duration of the program will be of value to the students of the District until the funds are exhausted; the gift does not entail an undesirable or excessive costs; and the gift does not imply endorsement of any business or product;  

BE IT FURTHER RESOLVED, the Board hereby accepts and approves the receipt of the gift from the Donor, to further the District's Local Control Accountability Plan Goal 2- Fostering a culture of Academic Achievement and Engagement; and  

BE IT FURTHER RESOLVED, the Board accepts the Donor's conditions that the gift's intended purpose is to exclusively benefit the District's third grade students who meet third grade level reading proficiency benchmarks as measured by the results of the Standardized Testing and Reporting Program ("STAR") Reading Assessment, administered each trimester and of the California Assessment of Student Performance and Progress ("CAASPP");  

BE IT FURTHER RESOLVED, all qualifying third grade students will receive a $250.00 award from the gift's funds with their first evaluation for qualification following the second trimester results; the Superintendent or designee will ensure that funds are awarded only to qualifying students and used for this intended purpose until the funds are depleted;  

BE IT FURTHER RESOLVED, the District will hold the gift's funds in a separate account, for no other purpose than that of which the Donor has stated its purpose. The Donor may continue to make future donations to be placed in this account for this program's purpose, until such time as the funds are depleted or the Board determines to decline to accept any further donations;  

BE IT FURTHER RESOLVED, the Board hereby determines to discontinue the program once the Donor's funds are used for its purpose and exhausted;  

BE IT FURTHER RESOLVED, the Superintendent and/or her designee is authorized to do all things necessary and proper to accomplish the purposes of this Resolution and to meet the Donor's conditions; and  

BE IT FURTHER RESOLVED, the District will maintain an accounting of the number of awards granted and the recipients, the dates the awards are conferred, and will conduct regular audits of the award distribution system.

I, Jessica Powell, President of the Salinas City Elementary School District Board of Education, do hereby certify that the foregoing is a full, true, and correct copy of the resolution passed and adopted by said Board at a regularly scheduled and conducted meeting held on said date, which resolution is on file in office of said Board.  

I, Amy Ish, Clerk of the Board of Education of the Salinas City Elementary School District, do hereby certify that the foregoing Resolution was introduced and adopted by the Board of Education of the Salinas City Elementary School District at a regular meeting thereof held on the 15 day of April 2025, by the vote set forth above.
