SALINAS CITY ELEMENTARY SCHOOL DISTRICT
RESOLUTION TO SUPPORT THE EXTENSION OF PROP 55 - THE CALIFORNIA CHILDREN'S EDUCATION AND HEALTH CARE PROTECTION ACT
RESOLUTION NO. 2024-25/25
WHEREAS, the Salinas City Elementary School District Board of Education is committed to making policy and financial decisions that enable the district to provide high-quality educational programs and services to the students of our community; and
WHEREAS, during the Great Recession, the State of California cut over $56 billion from education, healthcare, and other essential services, causing school districts to experience unprecedented funding reductions and deferrals; and
WHEREAS, although California has made strides in restoring funding, it still ranks below the national average in per-pupil spending and near the bottom in student-to-staff ratios, including being 44th in students-to-school counselors, 47th in students-to-support-staff, and 50th in students-to-librarians/media specialists; and
WHEREAS, the passage of Proposition 30 in 2012 and its extension through Proposition 55 in 2016 provided a vital source of revenue to support California's K-12 public schools, community colleges, and health care services for low-income families; and
WHEREAS, Proposition 55 is set to expire in 2030, and if the additional revenue it provides is not extended, California schools and community colleges could lose approximately $9 billion annually, including an estimated $11.4 million loss annually for Salinas City Elementary School District, severely impacting students, families, and educational programs; and
WHEREAS, an extension of Proposition 55 would not result in a tax increase but would continue the current income tax rates on the wealthiest 3% of Californians-those earning over $250,000 annually thereby protecting essential services without burdening the broader population;
NOW, THEREFORE, BE IT RESOLVED, that the Salinas City Elementary School District Board of Education supports the extension of Proposition 55 beyond its 2030 expiration date, in order to ensure continued investment in public education and access to essential student services;
BE IT FURTHER RESOLVED, that the Board joins education advocates statewide in urging state lawmakers and the broader community to support a statewide ballot measure that maintains this critical source of funding and ensures the stability, safety, and advancement of California's public schools.
